Rainwater usually flows across roads, parking areas, and sidewalks made from solid concrete or asphalt. In cities, this water can quickly enter drains and contribute to flooding. Permeable pavement is designed differently. It contains small spaces that allow water to pass through the surface and enter layers of stone or soil below. Some cities are introducing it in parking lots, paths, and quiet streets.

Supporters point to the benefits. By allowing rain to enter the ground gradually, permeable pavement can reduce the amount of water that reaches drains at the same time. This may lower the risk of local flooding during heavy rain. There is another advantage. Water stored below the surface can move slowly into the surrounding soil instead of being carried away immediately. This can help maintain underground water levels in heavily developed areas.

Critics, on the other hand, have concerns. Sand, soil, and small pieces of waste can fill the spaces in the pavement. This prevents water from passing through effectively. There is another problem. Because permeable pavement contains many small spaces, its surface may weaken more easily than ordinary pavement. These problems can become more noticeable after long periods of use.
