Fresh water is becoming harder to manage in some cities because of population growth and changing weather patterns. At the same time, heavy rain can quickly overwhelm drainage systems. In response, rainwater utilization systems are spreading. These systems store water from roofs and other surfaces for later use, such as cleaning or watering plants.

Supporters point to some advantages. To begin with, stored rainwater can replace tap water for tasks that do not require drinking-quality water, lowering demand on public supplies. This can be especially useful during dry periods or when a city's water resources are under pressure. Another advantage is that storage tanks keep some rain from immediately entering streets and drains. By slowing the flow of water during storms, they can reduce pressure on drainage networks, which reduces flood damage.

On the other hand, critics identify problems. Installing tanks, pipes, filters, and pumps can be expensive, particularly in older buildings that require major changes. Property owners may also need to pay for inspections, repairs, and replacement parts. Furthermore, hygiene problems may occur if water is stored or treated improperly. Bacteria, insects, or harmful substances can enter the system, and contaminated water might be used in unsuitable ways.
