Supporters say artificial reefs have several benefits. The structures provide additional protected spaces for fish, shellfish, and other organisms, especially in areas where natural habitats have declined. Their holes and rough surfaces create places where smaller creatures can avoid predators. They also give discarded materials a second use. Concrete blocks and suitable industrial objects can become part of a reef instead of being sent to disposal sites.

On the other hand, critics point out possible risks. If recycled objects are not inspected and cleaned properly, paint, oil, chemicals, or metals may enter the water and harm nearby organisms. Even small amounts can remain in the marine environment for long periods. Artificial reefs can also have a negative impact on existing ecosystems. They may draw in harmful non-native species or change the way living things in the area depend on each other for food at the expense of native species.
