Electricity demand is not equal throughout the day. Large numbers of people may use air conditioners, heaters, or household appliances at the same time, placing heavy pressure on power stations and local electricity networks during peak hours. To manage this demand, time-based electricity pricing systems that charge different rates according to the time of use are now spreading in many regions worldwide.

Supporters argue that the systems are beneficial. Higher prices during busy hours may encourage households and businesses to operate washing machines, charge vehicles, or perform other flexible tasks at quieter times. When demand is spread across the day, power stations and electricity networks can handle the load more steadily, making sudden shortages less likely to happen.

That said, opponents express some concerns. Some people cannot change when they use electricity because of work schedules, health needs, childcare, or the design of their homes. They may therefore pay more even when they use energy carefully and cannot reduce their total consumption. Bills may also become difficult to predict. Prices can vary by hour, season, or demand level, so customers may not know the final amount until they receive their monthly statement.
