Children are spending increasing amounts of time on online platforms that offer videos, social interaction, games, and other digital services. Many of these services include material or features that are not suitable for younger users, so companies often set minimum-age requirements. However, these rules are frequently based on users simply entering their date of birth or confirming that they are old enough. Because such information is easy to falsify, children may gain access to services or functions that were intended only for older users.

This can expose minors to several kinds of harm. They may encounter violent, sexual, or otherwise inappropriate material before they are ready to understand it. Some platforms also collect personal information for advertising, recommendation systems, or other business purposes. If children are treated in the same way as adults, they may provide more data than they realize or fail to understand how that information will be used. These risks have increased pressure on governments to require stronger protections for young users rather than relying mainly on self-declared age.

One response is to require online service providers to use more reliable age-verification systems and to restrict certain features or data collection when a user is identified as a child. These rules could make it harder for minors to bypass age limits and reduce their exposure to unsuitable content or intrusive data practices. However, stronger verification can create new problems. Asking users to submit identity documents, facial scans, or other biometric information may require platforms to collect sensitive data from everyone, including adults. This can create privacy risks if such information is stored or misused. In addition, some people may not possess accepted identification or may be unwilling to provide it. If no alternative method is available, they could be excluded from legitimate online services. As a result, protecting children through age checks can conflict with privacy and equal access for the wider population.
