In some regions, strong winds, falling trees, and severe storms can damage overhead power lines and cause widespread electricity outages. Because poles and wires are exposed above ground, many parts of the network may fail at the same time during a major disaster. Repair crews may then have to travel to numerous damaged sites, remove fallen trees, replace poles, and reconnect lines before electricity can be restored. When destruction is extensive, some communities may remain without power for days.

Long outages can affect much more than households. Businesses may be forced to close, factories can lose production time, and electronic payment systems may stop working. Hospitals, communication networks, water facilities, and other essential services also depend on reliable electricity, although some have backup generators. If power remains unavailable for a long period, fuel for emergency systems may become difficult to obtain and normal operations can be disrupted. These problems can slow recovery after a disaster and increase economic losses throughout the affected region.

One response is to move power lines underground, where they are less exposed to wind, branches, and falling trees. Underground systems can reduce the number of outages caused by severe weather and may also improve the appearance of streets. However, installing them is far more expensive than building conventional overhead networks because roads must be excavated and cables placed in protective structures. Existing urban areas can be especially costly to convert because other pipes and utilities already occupy underground space. Repairs can also be difficult when failures occur. Unlike damage to overhead wires, which is often visible, underground faults may take longer to locate, and crews may need to dig before reaching the damaged section. As a result, undergrounding can improve resilience against storms, but its high cost and more complicated repairs make it impractical to use everywhere.
