Improving the energy efficiency of buildings can reduce emissions from heating, cooling, and electricity use after construction. However, a large share of a building's climate impact can occur before anyone moves in. Producing materials such as steel and concrete requires large amounts of energy and, in some cases, chemical processes that release greenhouse gases directly. Environmental standards that focus mainly on energy consumed during a building's operation may therefore overlook substantial emissions generated while raw materials are extracted, processed, transported, and assembled.

This gap becomes more important as cities continue to expand rapidly. Even if new buildings use less energy once completed, constructing large numbers of homes, offices, roads, and other structures can create significant emissions before they begin operating. Rapid urban development may therefore keep the construction sector's total carbon output high despite improvements in building efficiency. Focusing only on energy use after completion can make progress appear greater than it actually is when emissions from materials and construction are left outside the calculation.

Governments can address this problem by setting limits on emissions across a building's entire life cycle, from material production through construction, use, and eventual demolition. Such rules can encourage developers to choose lower-carbon materials, reuse existing components, or design structures that require fewer high-emission inputs. However, newer materials with a smaller climate impact can be more expensive than conventional alternatives, and supplies may be limited because production remains relatively small. If developers must compete for scarce low-carbon products, construction costs can rise and projects may take longer to complete. These effects can be especially important where housing shortages already exist. As a result, stricter carbon limits may reduce the environmental impact of construction but could also slow building activity and make new housing more costly.
