Wastewater treatment produces large amounts of sewage sludge, a material that contains nutrients and organic matter removed from water during the treatment process. In some regions, this sludge is processed and applied to farmland as a substitute for commercial fertilizer. Using it in this way can recycle useful nutrients and reduce the amount of waste that must be buried or burned. However, treatment does not always remove every unwanted substance. Sludge may still contain traces of industrial chemicals, heavy metals, or other contaminants that entered the sewer system before reaching the treatment plant.

Applying contaminated sludge repeatedly can create long-term environmental risks. Unlike nutrients that crops absorb, some pollutants may remain in the soil and gradually accumulate over many years. Certain substances can then be taken up by plants, potentially entering the food supply, while others may move downward through the soil and reach groundwater. Once contamination becomes widespread, removing it can be difficult and expensive. The risk can vary depending on the type of pollutant, soil conditions, and how frequently sludge is applied, making the long-term effects difficult to predict in every location.

Governments can reduce these risks by setting maximum levels for contaminants in sludge that is intended for agricultural use and requiring testing before it is spread on fields. Such standards can prevent heavily polluted material from being used as fertilizer. However, sewage sludge can contain many different substances, and continuously testing for every potentially harmful chemical is technically difficult and costly. Stricter limits may also cause larger quantities of sludge to fail agricultural standards. If farmers can no longer accept this material, municipalities must find other ways to dispose of it, such as landfilling or thermal treatment. These alternatives can create additional costs and environmental pressures. As a result, tighter controls can make farm use safer but may shift part of the waste-management problem elsewhere.
