Air conditioners and refrigeration systems are becoming more common around the world as temperatures rise and living standards improve. These technologies help people remain comfortable and protect food, medicines, and other products that require cooling. However, many cooling systems depend on chemical refrigerants that can escape during normal use, maintenance, or disposal. Some of these substances have a much stronger warming effect than carbon dioxide when released into the atmosphere. Although only relatively small amounts may leak from each unit, the rapid growth in cooling equipment means that total emissions could become increasingly important.

This creates a difficult climate problem. Higher temperatures encourage greater use of air conditioning, but expanding the number of cooling systems can also increase refrigerant emissions. If those gases have a high global-warming impact, they can add further heat to the atmosphere and contribute to the very temperature increases that drive demand for cooling. This cycle could make it harder for countries to reduce greenhouse-gas emissions even if electricity used by air conditioners becomes cleaner. The issue is especially serious in rapidly developing regions, where millions of new cooling units may be installed in the coming decades.

Governments can respond by requiring manufacturers and users to shift toward refrigerants with a much smaller effect on global warming. Programs can also ensure that gases are safely removed from old equipment before the machines are discarded or recycled, preventing unnecessary releases. However, replacing existing systems or buying models designed for different refrigerants can be expensive for households and businesses. In addition, some alternatives create other safety concerns. Certain substances, for example, are more flammable and may require redesigned equipment, better ventilation, or additional training for technicians. These costs and technical challenges can slow the transition, particularly in places where older cooling equipment remains widely used and safety standards are difficult to enforce.
