Large-scale commercial fishing uses nets, lines, and other gear designed to catch large quantities of seafood efficiently. These methods help supply global markets, but they do not always capture only the intended species. Seabirds, sea turtles, marine mammals, and non-target fish can become trapped or hooked accidentally while vessels pursue commercially valuable catches. Some of these animals are released alive, but many are injured or die before they can escape. Because bycatch occurs during normal fishing operations, large numbers of unintended animals may be affected even when fishers are following legal practices.
The consequences can be especially serious for species that reproduce slowly. If too many individuals are killed before they can breed, populations may take many years to recover or may continue to decline. The loss of predators, prey, or other important species can also alter relationships within marine ecosystems. In areas where vulnerable animals share the same waters as heavily targeted fish, repeated accidental capture can become a major conservation problem. The damage may therefore extend beyond individual animals and affect the long-term stability of ocean environments.
Governments can reduce bycatch by requiring fishing gear that allows certain animals to escape or by restricting fishing in places and seasons where accidental capture is common. These measures can lower unintended deaths and protect vulnerable species. However, they also create practical difficulties. Modified gear may reduce the amount of target fish caught, cutting income for fishing businesses. Limits on where vessels may operate can have similar economic effects. Enforcement is another challenge because fishing takes place across enormous ocean areas, often far from shore. Monitoring every vessel is difficult and expensive, especially in international waters where enforcement responsibilities may be divided among several authorities. As a result, some operators may ignore the rules without being detected, reducing the overall effectiveness of bycatch regulations.
