Some countries are considering keeping existing nuclear power plants in operation beyond the periods originally planned. One reason is the need to meet electricity demand without increasing greenhouse-gas emissions from fossil fuels. Extending the life of current plants can also avoid the time and expense required to build replacement generating capacity. However, reactors, pipes, and other components are exposed to heat, radiation, and pressure for many years. As these materials age, deterioration can become more important, making regular inspections and the replacement of worn equipment essential for maintaining safe operation.
The consequences of decisions about aging plants can be significant. A serious failure could release radioactive material and cause long-lasting harm to nearby communities and the environment. At the same time, closing nuclear stations earlier than expected can create other difficulties. Electricity systems may lose a large source of steady power, forcing countries to rely more heavily on fossil fuels or other sources while alternatives are developed. This can complicate efforts to maintain reliable electricity supplies and meet targets for reducing carbon emissions. Governments must therefore weigh potential safety risks against the energy and environmental costs of early closure.
To manage this problem, nuclear regulators can allow plants to continue operating only after additional safety reviews and major equipment upgrades. Operators may be required to demonstrate that important systems still meet strict standards before receiving permission for an extension. Such measures can reduce some risks, but they cannot remove all uncertainty. Long-term deterioration inside complex equipment is difficult to predict perfectly, even with extensive monitoring. In addition, replacing major components and strengthening older facilities can be extremely expensive. If the cost of continued upgrades becomes too high, extending a plant's life may no longer make economic sense compared with developing other sources of electricity.
