Governments seeking to reduce greenhouse-gas emissions have encouraged the use of renewable energy and more efficient production methods. However, some industries are difficult to decarbonize completely. Steel and cement production, for example, can release large amounts of carbon dioxide not only from the energy they consume but also from chemical reactions that are central to manufacturing. As a result, even factories that replace fossil-fuel electricity with cleaner sources may continue producing substantial emissions. This is a particular concern because such materials are widely used in buildings, roads, machinery, and other parts of modern economies.

Reducing these emissions by simply cutting production would create other difficulties. Steel and cement remain essential for construction and infrastructure, and global demand for them is expected to remain high as cities expand and developing economies grow. In addition, replacing them with alternative materials is not always practical because substitutes may lack the strength, durability, or availability required for certain uses. Consequently, large quantities of carbon dioxide may continue to be released even as other sectors make progress in reducing their emissions. This could increase the concentration of greenhouse gases in the atmosphere and weaken broader efforts to limit climate change.

One proposed response is carbon capture and storage, commonly known as CCS. With this technology, carbon dioxide released by factories is separated from other gases, transported, and injected into deep underground rock formations where it can be stored for long periods. Some governments are supporting demonstration projects and offering financial assistance to encourage companies to adopt the technology. However, CCS facilities are costly to build and operate, and the capture process itself requires substantial energy, which can reduce a plant's overall efficiency. There is also a long-term management problem. Storage sites must be carefully selected and monitored for decades to ensure that the carbon dioxide remains underground. If leaks occur in the future, some of the expected climate benefits could be lost.
