Local libraries are useful because people can borrow books for free. For example, they can enjoy reading many different kinds of books without having to buy them.
However, there can be a problem. Popular books may not be available when people want to borrow them. If many people want to read the same book, they may have to wait for several weeks before they can borrow it.
